3 RESPONSE SUMMARY
There were 103 responses on the consultation of the Lowlands and Uplands Scotland Programmes - a very strong response that showed a breadth of views represented across the major sectors and geographical areas. There are no obvious omissions in terms of stakeholder interests. The Executive is grateful for the care, detail and consideration of partners making submissions and taking part in the workshops.
Although all responses were highly individual, there was a significant degree in coordination in some responses - eg. some Local Authorities through WOSEC, ESEC and COSLA, and in the South of Scotland through the South of Scotland Alliance. This clearly reflected a debate on the proposals taking place between partners, pointing to the substantial level of engagement by partners in the consultation process.

By geography, the largest category of respondents were region-wide organisations (22 responses) or not surprisingly, those located in the main population centres, the City of Glasgow (16 responses) and the City of Edinburgh (8 answers). Apart from these Cities, responses mainly came from the South of Scotland, particularly from Dumfries and Galloway (13 answers). Thirty-five responses were received from the West of Scotland and 28 from the East of Scotland. One response was received from each Local Authority area, with the exception of Inverclyde. The table above provides the Local Authority area breakdown.
The table below gives the sectoral distribution of responses. Most Local Authorities in Lowlands and Uplands Scotland responded to the Consultation, and were therefore well-represented as a sector (27 responses). A large number of responses also came from the higher and further education and skills sector (20 responses), the third/voluntary sector (17) and sub-regional umbrella organisations, including Community Planning Partnerships ( CPPs) and other local partnerships (15). Responses were also received from individuals, Government agencies, business and business link bodies and parliamentarians.
