1 Special waste is defined in The Special Waste Amendment (Scotland) Regulations 2004 (SSI 112) as being any waste that is hazardous waste as defined by Article 1(4) of the Hazardous Waste Directive (Council Directive of 12 th December 1991 on hazardous waste, 91/689/EEC). See the legislation for further detail.
