This project has been removed from the Efficient Government Programme as it cannot deliver the planned efficiencies by 2007-08. The review of the Children's Hearing system has become a wider reform of how children's services operate to help children and work with the Children's Hearing system, and as such a more complex reform programme is underway. Legislation to reform the grounds for referral to the Children's Hearing system is still planned. This will accompany the development of a single assessment, record and plan for children requiring multi-agency activity which should reduce bureaucracy and concentrate referrals to the Children's Hearing system on those children who require compulsory measures of supervision. Ministers have announced that they will now consult on the proposed legislation at the end of 2006 with a view to legislating after the elections in May 2007. As a consequence the legislative changes which will facilitate the necessary practice changes to achieve efficiencies will not be available for 2007-08.
