Scotland's Climate Change Programme: Annual Report 2007

Introduction

Scotland's climate has already started to change. Winter rainfall has increased dramatically, frost and snow are becoming rarer and the growing season has lengthened significantly 1. These changes are already affecting our plants, birds, fish, animals and insects. Our grass needs cutting in January. And we know that our climate will continue to change.

Scotland's Climate Change Programme, Changing our Ways 2, sets out how the Scottish Executive is responding to the urgent social, economic and environmental challenge of climate change. It quantifies Scotland's equitable contribution to UK climate change commitments in carbon terms - the Scottish Share - and has set an ambitious Target to exceed this by 1 million tonnes of carbon savings in 2010. The Programme sets out actions to reduce all greenhouse gases but most measures focus upon carbon dioxide which makes up the greatest proportion of greenhouse gases. The Scottish Share and Target are therefore expressed in terms of tonnes of carbon.

Scotland's Climate Change Programme is work in progress towards a goal in 2010 and this is the first in a series of annual reports. There has been encouraging progress and work on the future commitments is mainly on track.

World and UK developments

Perhaps the most significant climate change development on the world stage this year was the publication of the Stern Review of the Economics of Climate Change 3, launched on 30 October 2006. This seminal report confirms the seriousness of the threat to the global economy and provides a compelling economic case for immediate global action to reduce greenhouse gas emissions. Unabated, destructive climate change could cost as much as 20% of global GDP, but by taking action now to reduce greenhouse gas emissions to avoid the worst impacts of climate change the costs can be limited to around 1% of global GDP.

The United Nations Inter-Governmental Panel on Climate Change ( IPCC) published a new report in January 2007: "The Physical Science Basis of Climate Change" 4. The report refines the IPCC's predictions of climate change and concludes that there is now indisputable evidence that human activities since 1750 have warmed the climate. Global average surface temperature may increase by up to 4 degrees Celsius by 2100, compared with an increase of around 0.74 degrees over the past century.

The EU continues to take a lead internationally, with the world's only statutory cap and trade scheme, the EU Emissions Trading Scheme, which regulates about 50% of our carbon dioxide emissions. This year saw the publication of the allocations for Phase II of the scheme (2008-2012). The UK's cap is considered to be tight and by 2010 it is expected to provide a reduction of 29.3 million tonnes of carbon dioxide compared to the level at which emissions would otherwise be without the scheme. The UK's lead has helped influence the European Commission to take a firm stance towards other Member States' National Allocation Plans.

The UK Government has brought forward a number of new developments. A new Office of Climate Change has been created as a think-tank resource for all government departments. The UK Government's report on the Energy Review 5 was released on 11 July 2006. It announced measures to reduce carbon dioxide emissions and deliver secure, clean energy at affordable prices, as we move to increasing dependence on imported energy. A UK Climate Change Bill to create statutory targets for reductions in carbon dioxide emissions and a statutory advisory body will be published for consultation before the end of this month.

Leadership

We know that Scotland's emissions are a tiny fraction of world emissions and that no one country can resolve climate change alone, but we recognise our responsibility to play our part like every nation and our responsibility as a developed nation to lead by example and inspire others. Our emissions are falling: the latest data show that greenhouse gas emissions in Scotland fell by around 16% between 1990 and 2004, and at the same time our economy grew by 32%. Tackling climate change can bring clear benefits to Scotland: new jobs, cost savings, improved local environments and economic growth.

Scotland is active in international efforts to tackle climate change, being amongst the first to sign the Montreal Declaration recognising the important role which states and regions have in building momentum towards a concerted international response. In November 2006 Scotland was proud to be a founding member of the States and Regions Climate Alliance, launched at the twelfth UN Framework Climate Change Convention Conference of the Parties in Nairobi. The Alliance will share experiences and best practice with other regions and developing countries. Being at the forefront of efforts to tackle climate change has the added benefit of bringing opportunities for Scottish businesses, developing and producing technology for use both here and abroad.

Scottish developments this year

In the year since Scotland's Climate Change Programme was published there have been a number of significant developments in Scotland. Common workstreams run through each of these sectors: building our knowledge base through data collection and research; ensuring that climate change is integrated at the highest level of strategy so that there is consistency across policies, and finally taking action to reduce emissions or adapt to the consequences of climate change, either through financial support, regulation, encouragement or the public sector's own activities.

It is essential to have a strong research and evidence base on which to develop new policies. We have established a Climate Change Analysts Group to improve the Executive's capacity to analyse the carbon impact of new policies. There has been global interest in our soils research which developed a new model to predict greenhouse gas emissions in organic soils under various climate change and land use scenarios. The Marine Climate Change Impacts Partnership ( MCCIP) has launched its first Annual Report Card 6, bringing together data and information on the effects of climate change on the UK seas for the first time.

Climate change must be integrated in our strategies for every sector if we are to have a coherent, joined-up approach. We have established a Climate Change Delivery Group of senior managers across the Executive to champion the work to integrate climate change into everything the Executive does.

We have published Scotland's National Transport Strategy 7 and the Scottish Forestry Strategy 8, and consultation on an Energy Efficiency and Microgeneration Strategy is imminent. We therefore have new strategies in the three most significant sectors for greenhouse gas emissions and removals in Scotland: energy, transport and forestry, and have ensured that climate change is a key theme of each. Each strategy sets out indicators and there will be regular progress reports so that we can be held to account. We are developing a transport carbon balance sheet to present the carbon impact of transport policies and projects, whether positive or negative.

Such work to provide a strong knowledge base and clear strategic direction are the foundation stones for successful action to tackle climate change, and it is beginning to bear fruit. Good progress is being made towards Scotland's challenging renewable generation targets. Figures released by DTI earlier this year reveal that the 2010 target (to generate 18% of Scotland's electricity from renewable sources) was met in 2005, 5 years ahead of schedule, mainly through hydro generation and on-shore wind. Our recycling record continues to improve: recycling and composting of municipal waste increased from 17.3% to 24.4% in the last year.

Addressing climate change will only be successful if everyone accepts responsibility and adopts more sustainable patterns of behaviour. We are encouraging other sectors of Scottish society to take action. By signing Scotland's Climate Change Declaration in January 2007, Scotland's local authorities have committed to working together with the Scottish Executive and other public bodies to address climate change. Key Scottish businesses will be working together to improve how they tackle climate change - sharing best practice and challenging each other to do more to tackle climate change. The "It's Our Future" campaign 9, launched in October 2006, will raise awareness of sustainable development and help to encourage people to take action now to make Scotland, and the world we live in, a more sustainable place.

These are a few highlights of the developments this year; the report cards set out in more detail the progress made on the route maps in Scotland's Climate Change Programme; it is an encouraging picture. In addition to the work which features in Scotland's Climate Change Programme, the tables include new commitments made since the Programme was published in March 2006.

The second phase of the EUETS covers the Kyoto commitment period 2008 to 2012. The UK submitted its National Allocation Plan ( NAP) on 21 August. The European Commission responded on 29 November 2006. The UK was the only country in first set of announcements whose emissions cap was not cut. The UK's overall cap represents an annual reduction of 29.3 million tonnes of CO 2 against projected business as usual emissions for Phase II.

Certificates to be affixed to all dwellings when they are sold or rented out. For marketed properties certificates will be part of Purchaser's Information Pack required under Part 3 of the Housing (Scotland) Act 2006.

Scotland's Climate Change Declaration was launched on 16 January 2007 and was signed by every Scottish local authority. An on-line support tool can be accessed through the Declaration website and the Executive is working with a number of partners, including the Sustainable Scotland Network and Energy Saving Trust, to develop the tool further. Support for local authorities will also be offered through workshops and seminars. Other sectors have shown interest in signing the Declaration and committing to the subsequent programme of action.
