Annex 2 - Terms of Reference
Advisory Group on Marine and Coastal Strategy
1. Objective
To provide advice to the Scottish Ministers on the application of the guiding principles of sustainable development to activities in Scotland's coastal and marine environments in order to secure the vision and objectives outlined in "Seas the Opportunity - a Strategy for the Long Term Sustainability of Scotland's Coasts and Seas".
2. Role
The Advisory Group will:
- Review the objectives, outputs and outcomes incorporated within Seas the Opportunity
- Identify indicators of progress towards objectives, including identifying new research and science needs
- Consider the potential for marine spatial planning and how such a system might operate in practice
- Make input to the early stage assessment, by Scottish Natural Heritage ( SNH) of all the issues needing to be considered in order to establish the first Scottish coastal and marine national park
- Identify the scale of any conflicts between sector-based strategies and objectives
- Develop a suite of measures for conflict resolution at various scales
- Identify whether any elements of Seas the Opportunity might require underpinning by new legislation and/or new delivery mechanisms
and make recommendations accordingly to the Scottish Ministers.
