1. Introduction

1.1 This document provides the recommendations, to the Minister, of the Advisory Group on Marine And Coastal Strategy ( AGMACS) that was chaired by the Minister for Environment and Rural Development. This Group was announced in "Seas the Opportunity" to provide better policy leadership and good governance in Scotland's marine area.

1.2 Convened in November 2005, AGMACS included representatives of national industry bodies, national stakeholder bodies, environmental NGOs, relevant regulatory agencies, and individual experts. Annex 1 sets out the full membership of the group.

1.3 The AGMACS terms of reference, including objectives and role of the Group, were agreed at the first meeting, set out in paper AGMACS(05)03, attached at Annex 2. AGMACS met 6 times over the period November 2005 to February 2007.

Work of the Group - Workstreams

1.4 From the objectives the Group identified 4 major workstreams

  • Science, Research and Performance Indicators - led by Robin Cook, FRS(workstream group report included at Annex 3)
  • Conflict Resolution and Integrated Coastal Zone Management (related bullets are Identifying potential conflicts and proposing mechanisms for conflict resolution) - led by Jim Simpson, SCF(reports at Annex 4 and 5)
  • Marine Spatial Planning - led by Graham U'Ren, RTPI(report at Annex 6)
  • Marine Nature Conservation - led by Michael Scott (established by the third meeting of AGMACS) (reports at Annex 7 and 8)

1.5 The outputs of each of these workstreams and the resulting recommendations to AGMACS are described in the relevant Annexes to this report. The main body of the report contains a summary of the recommendations and the AGMACS recommendations in response to this work.

Work of the Group - Other Work

1.6 The original terms of reference also identified a number of work areas, which did not, in themselves, warrant dedicated workstreams. In addition to these areas AGMACS also considered a number of other papers and presentations relevant to their remit, such as a paper on the "desired state" of the environment. These areas and the recommendations that correspond are also described in this report.
