1. Introduction

The purpose of this Statistics Release is to present national figures for Day Care services for adults in Scotland. All figures relate to the 31 st March 2006 and are provisional and, as such, are subject to change.

The information is derived from returns made to the Scottish Executive by individual Day Care services directly or via Scottish local authorities. Refer to the background information outlined later in this Statistics Release for further details relating to the census of Day Care services.

2. Main Points

  • As at 31st March 2006, there were 641 Day Care services registered in Scotland, offering a total of 17,800 places at any one time and providing a service for 22,365 people.
  • 7,319 places are in Day Care services intended for older people; these account for 41 per cent of all Day Care places in Scotland.
  • A further 7,875 (44 per cent) are in Day Care services catering primarily for people with learning disabilities.
  • 62 per cent of Day Care services are run by local authorities and over 72 per cent of all places are in local authority run services.
  • People with learning disabilities use Day Care services most frequently, on average 3.5 days a week.
  • There were 5,223 staff working in Day Care services in Scotland at 31 st March 2006. 62 per cent of these were care staff.

The Day Care services included in this section cover local authority, private and voluntary service providers registered with the Care Commission.

Table 1 shows the number of registered Day Care centres, the number of places and number of people attending centres during census week. There were 641 centres in Scotland; between them they provide 17,800 places and supply a service to 22,365 people in Scotland.

The majority of Day Care services (61 per cent) are intended for older people. These had 11,912 attendees during the census week, and provide 41 per cent of all day care places.

Centres intended for people with learning disabilities account for 44 per cent of total places but within fewer centres. Average number of places per centre for this client group is 47, compared to 19 for centres for older people.

The independent sector provides 38 per cent of all centres and 28 per cent of all places.

Table 2 shows the type of setting of centres throughout Scotland, where the setting is known. 36 per cent of centres are set in purpose built buildings and 28 per cent are set within a residential home. However this varies considerably depending on the intended client group. 43 per cent of all day care services for older people are set within a residential home, while 65 per cent of day centres for people with learning disabilities are set in purpose built buildings.

4. Profile of Adults Attending Registered Day Care Services

Table 3 shows the sex, age group and client group of all adults attending registered day care services. It shows that for adults aged under 65, over half (51 per cent) of those attending day services were male, whereas for the over 65 age group the majority (70 per cent) were female.

Physically disabled people (this includes sensory impairment and frailty due to old age) are the largest individual client group; they account for 40 per cent of those attending, of these 57 per cent are females over the age of 65.

Table 4 shows, in percentages, the number of days each client group used the service and the average number of days. People with learning disabilities used day care services more often than any other client group averaging 3.5 days a week.

For all other client groups most people visited centres for one or two days a week, mainly during the period Monday to Friday. Less than 0.5 per cent used the service for 6 or more days.

Table 5 shows, for each client group, the percentage of people receiving a day care service at the weekend. Overall only 7 per cent of day care clients use the service at the weekend.

Table 6 shows the per cent of users receiving transport to day care services, i.e. transport provided by the service, an independent sector organisation or by the Local Authority. 77 per cent of all users are provided with transport to and from the day care service.

People with dementia and people with physical disabilities were most likely to be receiving transport.

Table 7 shows the percentage of clients who received each type of service during the week and the definitions of what each service includes.

'Leisure / Recreation' and 'Social / Personal Development' were the most popular types of service to receive during the week, with 85 per cent of users.

'Education/Employment' had the lowest overall per cent of users with only 25 per cent. People with Learning Disabilities however were most likely to use this type of service during the census week.

47 per cent of all users received some form of Personal Care from day care staff during the week.

Table 8 shows the breakdown of staffing levels and the ratio of places to staff by intended client group.

In 2006 there were 5,223 whole-time equivalent staff. Care staff accounted for 62 per cent, management staff for 17 per cent and other staff the remainder. There were 3.4 places per member of staff and the average centre had 8.1 members of staff.

Day Care Services intended for 'Older people' had the lowest number of staff per centre (4.5), reflecting the fact that these tend to be smaller in size. Day Care Services for 'People with mental health problems' had the highest number of places per staff member (6.1).

In contrast day care services for people with learning disabilities have only 2.8 places per staff member and 16.5 staff per centre. Over half of all staff are employed in centres for people with learning disabilities.

There were also 793 volunteers and a further 1,543 visiting workers helping out in centres throughout Scotland, during the census week.

Background Information on the Census of Day Care Services

The census is intended to cover all adult Day Care services in Scotland which are registered with the Scottish Commission for the Regulation of Care (The Care Commission). 19 Day Care Services returned a form, but are not included in these figures as they are not registered with the Care Commission. 12 Day Care Services that are registered with the Care Commission, but are currently not in use, have been included.

Day Care Services were asked to provide detailed information on their day care provision during the week ending 31 st March 2006. Responses were obtained from 531 services, giving an estimated response rate of approximately 79 per cent. However, this response rate did vary from area to area.

The figures presented in this information note have been grossed up to take account of non-response. The methodology adopted was based on using returns of centres of similar type, sector and local authority area to estimate figures for those centres that did not submit a return.

The methodology for dealing with non response since 1998 is different to that previously adopted, therefore care should be taken when making comparisons with pre-1998 data. All figures include centres with 4 or less places, which are usually attached to residential homes.

Some of the column and row totals in these tables may not exactly equal the sum of their component parts due to the effects of rounding.
