Introduction
Scottish Ministers invited comments on a proposal by the governing bodies of Bell College of Technology and the University of Paisley to merge the two institutions to form a single university with four campuses in Ayr, Dumfries, Hamilton and Paisley. To inform their decision the Ministers invited views from anyone with an interest in higher and further education and also intend to draw on advice from the Scottish Further and Higher Education Funding Council. In total, we received 32 responses offering comments on the proposal. One of these responses was confidential. Copies of the 31 non-confidential responses received are available on the next page.
