9 Costs
The Scottish Executive fully met the costs of setting up and evaluating the pilot scheme. The local authorities affected by the pilot (Perth & Kinross, Angus and Dundee City) have all incurred costs in administering payments as the fine revenue is received and managed by District Courts in the same way as existing ticket revenues. In the main, the additional fine revenue will offset these costs, however because of volume and the need to tie in with pre-existing systems, Dundee District Court were funded £5,000 by the Executive in order to complete an electronic link to the Central Ticket Office.
The overall cost of the pilot to Tayside Police was £129,964. IT costs were less than other police forces may experience as Tayside Police already used the VP/ FPO system supplied by Northgate Information Solutions. The procurement, installation and commissioning of the NES application was £60,114. The remaining costs were for expansion of the Force's Central Ticket Office, project management, and administration of the new tickets. The pilot was entirely funded by the Scottish Executive on a one-off basis and Tayside Police will provide the on-going revenue funding.
