Although the 2003-04 aggregate return asked for the total number of individuals subject to statutory throughcare as at 31st March, it did not specifically state that this should be both in the community and in custody. There may be instances where only one type of case has been recorded. Care should therefore be taken when comparing the 2003-04 figures with 2004-05 and 2005-06.
