11. Voluntary Assistance and the Throughcare Addiction Service (Tables 79 to 81)

11.1 Information on Voluntary Assistance ( VA) was collected for the first time in 2004-05 and, from 2005-06 includes data on the new Throughcare Addiction Service (discussed at paragraph 11.3 below). There were a total of 1,523 individuals receiving voluntary assistance in 2005-06, equivalent to 4.2 individuals per 10,000 population. This represents an increase of 91 per cent compared to the 796 individuals receiving assistance in 2004-05, some of which will be due to the introduction of the Throughcare Addiction Service which commenced on 1 st August 2005. The majority of individuals were male (88 per cent).

11.2 In 2005-06, a total of 1,622 voluntary assistance cases commenced, representing 4.5 cases per 10,000 population.

11.3 The new Throughcare Addiction Service ( TAS) commenced on 1 August 2005 and forms part of the voluntary aftercare service. Further information is available in the Annex at paragraph 19.18. Of the voluntary assistance cases commenced, 427 related to the Throughcare Addiction Service ( TAS) although a small number of local authorities were unable to provide this data. Eighty-nine per cent of TAS cases commenced were for males, 5 per cent related to young male (under 21) prisoners serving under 31 days, 80 per cent related to adult male prisoners (aged 21 and over) and 4 per cent related to females serving sentences of under 31 days. Three hundred and eighty eight individuals received a TAS service in the period 1 August 2005 to 31 March 2006.
