These proposals support the implementation of the Water Framework Directive (WFD) in Scotland. They would modify the controls on activities that affect the water environment (e.g. discharges, impoundments and abstractions), introduced under the Water Environment (Controlled Activities) (Scotland) Regulations 2005 (‘CAR’) to help protect Scotland’s water environment. The proposals would remove the need for authorisations from SEPA for a number of activities, as long as the rules are followed.
