ANNEX 1 PARTNERSHIP AGREEMENT - SUMMARY OF PROGRESS TOWARDS THE ACHIEVEMENT OF COMMITMENTS

This annex provides a summary of progress against each of the 450 commitments set out in A Partnership for a Better Scotland. Annex 2 provides the detail of progress against each commitment. To describe progress, the following descriptors are used:

Achieved

Commitments achieved within the timescale set out in the Partnership Agreement or achieved within any subsequently announced timescale. Those that have been achieved after such a date are described as 'achieved with delay'. Those that have been achieved and require ongoing work to ensure that delivery is maintained are described as 'achieved and requires sustaining'.

On track

Commitments that are expected to be achieved by a date in the future.

Delayed

Commitments expected to be achieved but not by the due date specified in the Partnership Agreement or subsequently announced date are described as 'Delayed'.

May not be achieved

Commitments where there are substantial issues which make delivery unlikely are described as 'May not be achieved'. The underlying circumstances for such commitments are presented in this annex.

Unable to be achieved

There are a small number of commitments where changes in circumstance outwith the control of the Executive have made it impossible for the commitment to be achieved. The underlying circumstances for such commitments are set out in this annex.

The chart below sets out the position as at December 2006.

1 The theme heading should be taken as indicative only. The numbers recorded under theme in the table do not exactly match those reported in the annex as Ministerial portfolios do not map exactly to the themes in the original Partnership Agreement, A Partnership for a Better Scotland
