SECTION 8
EVALUATION CRITERIA

Only those Tenderers who successfully pass Sections A and B will be taken forward and have their financial proposals considered against Section C.

Tender Submissions will be evaluated against the following criteria:-

Section A - Technical Requirements - All of these requirements must be met by Tenderers and each will be scored either Pass or Fail. Tenderers must pass each in order to be deemed compliant.

To pass this section A the Tenderers must provide sufficient evidence to satisfy the evaluators that the Tenderer has understood the issues and that the proposals made in the Operational Management Plan above will provide the following key requirements, as detailed in the Service Specification at the prescribed level.

Section C - Costed Bids - Tenderers must submit their Costed Bids using the Costed Bid spreadsheet as provided to them by the Scottish Executive. This will be the only acceptable form of Costed Bid. The evaluation of Tenders will include an assessment of project viability, testing the assumptions and forecasts made by Tenderers.

Where in the opinion of the Scottish Executive a Tenderer makes unrealistic or insupportable assumptions/forecasts, the Scottish Executive reserves the right not to consider such a Tender further. The primary objective of this stage of the evaluation process is to identify the Tenderer capable of meeting the prescribed technical standards for the lowest level of subsidy.

Tenderes should be aware that the primary evaluation will be that of the Network Costed Bid.
