SCOTTISH EXECUTIVE INVITATION TO TENDER FOR A SUBSIDY (UNDER A PUBLIC SERVICE CONTRACT) TO PROVIDE FERRY SERVICES IN THE CLYDE & HEBRIDES
TENDER REFERENCE: QLC 8/1

You are hereby invited by the Scottish Ministers to submit a tender for a subsidy (under a Public Service Contract) to provide ferry and associated harbour services in the Clyde & Hebrides as specified in this set of documents.

Your tender must be in accordance with the Invitation to Tender and Instructions for Tenderers enclosed. Tenders must comprise a Technical Submission and a Costed Bid to be submitted simultaneously. The evaluation of the tender will be in two stages. Technical Submissions will first be evaluated against the requirements set out in the Invitation to Tender and against the Minimum Standard. If the Technical Submission meets the requirements, the Costed Bid will also be evaluated.

Tenders should arrive not later than 3 PM on 11 May 2007. The date and time for return of tenders is also entered on the Form of Tender. It is the responsibility of all Tenderers to ensure that their tender is submitted not later than the appointed time. The Scottish Ministers may not consider tenders received after that time.

The Scottish Ministers are not bound to accept the lowest priced tender and shall not be bound to accept the Successful Tenderer as a sole supplier.

An Information Room has been set up to allow Tenderers access to further relevant information for this requirement. This facility is being provided by Dundas & Wilson CSLLP.
