1. Background and introduction
1.1 At 31 March 2006, there were 12,966 looked after children and young people in Scotland. 1,726 were looked after with friends or relatives and 3,731 with a foster carer.
1.2 There are no definitive statistics available for the number of children who are not looked after and who live in voluntary arrangements with kinship carers. 1 The Scottish Household Survey (using 2003-4 figures) estimated 1,426 children were known by local authorities to be living in such arrangements and that 10,454 children, unknown to local authorities, were living with family or friends, many of them in kinship care arrangements.
