1 This consultation paper uses the term "kinship care" to refer to where the main full-time care arrangement is provided by a member of the child's extended family or wider network of friends and where the child is looked after or would otherwise be looked after, if a kinship carer were not able to provide the care arrangement.

3 "close relative" is defined in the Foster Children (Private Fostering) (Scotland) Regulations 1985 as a grandparent, brother, sister, uncle or aunt by full or half blood or by affinity.
