MASS EVACUATION
"Mass evacuation" is defined as the emergency re-location of a large number of people from their homes, normal places of work and support services for an indeterminate period of time; and where the number to be evacuated is greater than normal local arrangements can handle.
"Estimated population" - to put your arrangements in context it would be helpful if you could give an indication of the population of your region. Recognising that day and night-time populations can vary, we have asked for a figure for both. (If your area has significant seasonal variation in population - e.g. due to an influx of summer visitors - please provide the higher variation).
DEALING WITH FATALITIES
"Mass fatalities" is defined as "where the number of fatalities is greater than normal local arrangements can manage" (in this context bodies may have complex requirements - for example there may be contamination considerations).
"Mortuary / Temporary Mortuary" - includes the physical location, the equipment and the staff required for the identifications and, where necessary, post mortem examination of bodies.
CBRN
For the purposes of this form, CBRN means deliberate or accidental releases.
Questions in this section should be taken to relate to either or both of the immediate response stage and the recovery work.

This section should be taken as applying to the build-up to an incident, the incident itself and any necessary follow-up action.
INFECTIOUS DISEASES
"Essential key workers" are defined as those staff who are critical to the delivery of essential services in your area. This is not limited to staff engaged directly in the response to an incident. For example those from the emergency services, power, water, food distribution, communications and anything else deemed essential.
MASS CASUALTIES
A "mass casualty" incident is a disastrous event or other circumstances where the normal major incident response of NHS Scotland's organisations must be augmented by extraordinary measures in order to cope. By definition such events have the potential to rapidly overwhelm - or threaten to overwhelm - the local capacity available to respond, even with the implementation of major incident plans.
