APPENDIX 1 SCOTTISH CAPABILITY WORKSTREAMS

The appendix provides an overview of the Scottish capabilities workstreams programme.

Central Response

Objective: To enhance the resilience of central government, to enable effective and integrated response in time of crisis. To ensure responders have appropriate guidance;

Local Response (includes Evacuation)

Objective: To ensure local structures work and that arrangements are in place to support local responders where needed;

Warning and Informing the Public

Objective: To ensure the public have information about how to respond in the event of an emergency and to develop a package of mechanisms to enhance the Executive's ability to alert the public in the event of an incident;

Essential Services - Transport

• Objective: To ensure that plans exist to maintain the provision of transport services, including public transport & supply chains in the event of a catastrophic incident;

Essential Services - Utilities

Objective: To ensure that plans exist to maintain the provision of utility services (excluding water which is dealt with separately below) in the event of a catastrophic incident and to provide links between Scottish utilities and UK Government;

Essential Services - Health

Objective: To identify the base level of supplies essential to the function of NHS Scotland. To ensure that NHS Scotland is able to access essential medical supplies to enable it to provide an effective service during any emergency;

Essential Services - Environment

Objective: To ensure that plans exist to maintain continued provision of sewerage services, water supplies, food supplies and flood warning and emergency response in the event of a catastrophic incident;

CBRN (includes Site Clearance)

Objective: To ensure that Scotland is capable of responding quickly and effectively to and recover from the consequences of terrorist incidents involving chemical, biological, radiological or nuclear ( CBRN) material;

Infectious Diseases

Objective: To build an effective capability to vaccinate and treat people as part of an emergency response to the outbreak of infectious disease such as smallpox or a flu epidemic;

Animal and Plant Diseases

Objective: To ensure that plans exist to respond to, and mitigate outbreaks of, serious plant disease and exotic animal disease in Scotland;

Mass Casualties

Objective: To build on current arrangements for dealing with mass casualties through the refinement and review of established procedures and creating a robust operational framework for NHS Scotland;

Mass Fatalities

Objective: To deal with fatalities resulting from a major catastrophic incident, to identify the dead, investigate causes of death and dispose in a safe, decent manner.
