PROTECTION OF SCOTLAND'S WATER ENVIRONMENT
CONSULTATION ON PROPOSED AMENDMENTS TO THE ACTION PROGRAMME FOR NITRATE VULNERABLE ZONES
I attach a consultation paper which seeks views on proposed amendments to the current Nitrate Vulnerable Zones Action Programme to control nitrate pollution from agricultural sources.
We want to work in partnership with the farming community to ensure that the requirements of this legislation to protect the environment are met while reflecting the need to maintain sustainable farming practices. We are particularly interested in comments on these proposals, the impact assessment of the changes and any possible alternative approaches to the management of nitrogen from manure and fertilisers that will protect our waters from nitrate pollution from agricultural sources.
If you have any comments on the proposals, please send them to the address given in the consultation document by 15 February. Please also enclose a completed respondent's information form with your comments. This form is included in the consultation document. The consultation document also provides information on where you can view or obtain further copies of the detailed and summary consultation documents.
Following a review of this consultation, we plan to amend the current Action Programme Regulations and to allow time for the phased introduction of some of the amended or new rules. At that time, we shall also revise and reissue the accompanying 'Guidelines for farmers in nitrate vulnerable zones', which provides detailed advice on how to comply with all the mandatory Action Programme management rules. This will also be available on the SEERAD website.
Finally, please note that the agriculture census database has been used for the distribution of this letter. The census address details have been used solely for the purpose of this distribution under strictly controlled conditions agreed with the distributors, retaining confidentiality.
If your address or any other details are incorrect, you should contact your local SEERAD Area Office to inform them of any necessary changes. If you have already completed a Land and Business Change Form ( LBCF), you do not need to take any further action.
