You must describe, in your written submission, how the criteria which you have ticked relate to your project.

Description of project

Creation of a web based, interactive and fully integrated Local Plan which is user friendly and inviting.

A thorough review of existing UK Planning Authority web sites and providers indicated that no available product met this specification.

Context - describe the background to the project

Strong desire in the Planning Team to rise to the challenging demands to stake holders for access and engagement in the planning process.

Awareness from customers that previous attempts were 'clucky', slow and frustrating.

Realisation that there was no available market product to meet this meet

What are the aims and objectives of the project?

To achieve a really accessible Local Plan web facility that was literally the best in Scotland (if not the UK).

To deliver the project to a very tight timescale (9 months between April to December 2005)

To undertake the work using available staff and existing budgets.

Timescale - over what timescale has the project been developed?

April - December 2005 in order to meet deadlines for both the 'Pendleton' and SOCITM reviews (in order to maximise performance points)

Action - explain the process and action taken

Development of an interval dynamic between planning and ICT staff to create a buisness case for staff resources.

Development of clear user requirements jointly agreed between Planning and ICT.

Approach to a specialist GIS software developer to create a bespoke functional model.

In house testing, refinement and implementation.

Explain the role of the key partners

Planning policy team - professional expertise

Planning Technical staff - project leadership and technical liaison and management

ICT staff - early willingness to innovate and think outside of established patterns and facilitate the necessary systems environment.

Results - what results were achieved?

By early 2006 East Dunbartonshire had achieved the subjective of being the best available facility.

SE e.planning, group recognised this and focused on it as the benchmark for the £12m Scottish e.planning project.

The Planning Team having developed the facility has ownership of it and is already developing it further through an ambitions enhancement programme.

Conclusion - in summary, why does this piece of work merit an Award?

The market could not meet the ambitions demands of the planning team and its stakeholders (particularly agents, architects and action groups).

Partnerships developed and a project brought to fruit and on budget and on time using available resources.

The product is 'owned' by the team and is already being enhanced.
