PART 2: EVALUATION FINDINGS
Part 1 of the report set the scene for the evaluation by describing the format of the consultation, its context, its place within the range of Scottish Executive participatory mechanisms, and wider issues facing this and similar consultation exercises in other jurisdictions. Part 1 also outlined the nature of the evaluation approach designed to capture relevant data to inform the effectiveness of the consultation.
Part 2 of the report uses this data to assess the success or otherwise of the exercise. It commences with a reflection on the model of participation chosen for the consultation, before focusing on the inputs to the consultation, the processes by which it operated, and the outputs produced. The shorter term outcomes witnessed at the time of the evaluation are also identified.
The main inputs to the Best Value consultation are outlined in Chapter 5 and are identified as:
- The planning and running of the consultation
- The support which the Best Value and Performance Team received from Scottish Executive colleagues
- The contribution of the Scottish Executive Policy Skills Team
- Facilities used for the consultation
- Contribution of the participants
- The evaluation of the consultation
Six process themes form the focus in Chapter 6: representation of views, attendance levels at consultation events, communication of aims, organisation of events, facilitation at events and resolution of conflict.
The outputs of the consultation comprise its "events", i.e. the informal bi-laterals and group meeting ( Chapter 7); the stakeholder seminars ( Chapter 8); and the external reference group ( Chapter 9).
The outcomes of the consultation refer to the longer-term impacts of the exercise. Whilst an investigation of these would require a follow-up examination at a later date, some indications of likely outcomes are presented in Chapter 10.
