PART 3: GUIDANCE FOR SPECIFIC CLIENT GROUPS
Purpose of Part 3
234. Part 3 of this guidance sets out good practice for making direct payments more accessible to people from specific client groups for which uptake is currently low: those from minority ethnic communities (section 1); those using children's services (section 2), people using mental health services (section 3), and older people aged 65 and over (section 4). It is intended to support the efforts that all local authorities, primary care trusts, and local support organisations will wish to make to ensure that direct payments become routinely available to all eligible people, and that statutory duties are met. This is some repetition between sections to enable people to dip into the section which is of most immediate significance to them but readers are encouraged to consider the whole document wherever possible.
