Due to technical problems experienced by some local authorities in identifying associated applications by the same household, some local authority level figures may underestimate the scale of repeat applications.

2. Data missing due to technical difficulties in submitting HL1 data.
3. Figures may represent an underestimate due to technical difficulties.
