This section has been changed for this publication to provide a more meaningful picture of the Scottish Executive's housing budget. Figures do not include councils' spend from prudential borrowing, receipts and capital funded from revenue.
2. Total Supporting People expenditure in 2006-08 will be £399/401m. Planned underspends will make up the difference between this and the provision shown above. The assessed expenditure made by the Department for Work and Pensions on Supporting People through transitional housing benefit as at the beginning of 2002-03 was £180m.
3. Other housing budget includes housing support grant, mortgage to rent, research and publicity, Communities Scotland running costs, right to buy valuations, and housing and voluntary sector grants.

Average weekly rent is calculated by dividing the estimated housing revenue from 1 April to 31 March by the estimated housing stock at the mid point of the financial year (30 September). Figures are estimates for 2005-06, and near-actual for all other years.
