Chapter 5: Compliance

The term 'compliance' is used to describe non-divergence from the standards and specifications contained within the OSIAF. It does not mean that your project or system must adhere to all of the standards and specifications set out in the OSIAF, because they may not be relevant in your circumstances.

The e-GIF Compliance Assessment Service can help you to perform a self assessment of e-GIF compliance. The resources subsection contains more information about this service.

Non-Compliance

The Scottish Executive Efficient Government Delivery Division is presently working on an approach to ensure that OSIAF compliance is considered in public sector ICT developments.

Once measures are in place it is likely that non-compliance will be highlighted in audit reports and project review processes. Where projects are being directly funded by the Scottish Executive it is possible that funding may be withdrawn.

Exploratory work is underway with Audit Scotland and the OSIAF is now included in the Best Value Toolkit on joint working.

Non-compliant solutions

If a supplier of ICT products or services to your organisation does not offer OSIAF compliant solutions you should initially determine the level of non-compliance. This could be achieved by asking the supplier to highlight specific areas in the standards, specifications and guidance section that their product or service does not comply with. For the e-GIF this could be achieved by asking the supplier to undertake a self assessment of e-GIF compliance using the e-GIF Compliance Assessment Service.

Where feasible invite the supplier to demonstrate a commitment to working towards OSIAF compliance during the lifetime of your project or service agreement. Alternatively ask the supplier to indicate how their proposed solution will meet interoperability requirements.

Consider the business justification of selecting a non-compliant solution and where you intend to purchase such a solution, submit the business justification to the Senior Implementer Group ( SIG) for consideration. Annex B provides more information about the SIG.
