Trains

Accessibility of trains used on Scottish routes

Disabled travellers need to know if vehicle used on route is accessible and presence of on board facilities.

First ScotRail

All First ScotRail trains are accessible with use of a ramp and staff assistance. First ScotRail website lists features available by class of train.

For general access onto trains this is not applicable as all are accessible with ramp. For info about onboard facilities e.g. toilets, First ScotRail's 'Disabled Peoples Protection Policy' lists features and routes.

NaPTAN
Add field to each NaPTAN rail stop showing trains used on that route are accessible and state likelihood of toilet (accessible).

Bus Station

Accessibility features for bus stations are not currently recorded on NaPTAN

Scottish Local Authorities

No central database of accessibility features but average of 1 bus station per authority so each Local Authority knows what features are present.

Data aggregator sends standard checklist of features to each bus station contact. Completed forms returned to aggregator.

Bus Stop

All bus stops in Scotland

Very little of the features disabled people require info on are currently reported on, with the exception of presence and type of shelter.

Scottish Local Authorities and SPT

Approx 85% of Local Authorities questioned had existing bus stop databases. Most databases contained basic stop info only. SPT database was comprehensive and covers 9 Local Authorities.

(1) JourneyPlan have photographed bus stops in Scotland for Traveline - could audit photos. (2) Data aggregator to send list of features to Local Authorities and request fields are included in existing or developing LA databases.

Parallel feed to NaPTAN

(1) 3- 6 weeks per Local Authority using 2 staff and using Journey Plan video footage.
(2) If video footage out of date for an area then a site audit would be required. Assume average of 30 bus stops per day using 2 people (1x auditor and 1x driver).

Quarterly reports of any changes.

Buses

Accessibility of buses normally used on routes.

Accessibility of buses along route - how likely are they to be low floor?

Bus operators

Local Authorities have some info but bus operators had most up to date and accurate info on dedicated low floor routes.

Data aggregator to use existing communication channels with operators to NaPTAN stops served by dedicated low floor buses.

Accessibility of ferry passenger terminals

Accessibility features for ferry terminals are not currently recorded on NaPTAN

Local Authorities with ports and small number of operators e.g. CalMac, Western Ferries, Stena

Information on CalMac owned terminal buildings is readily available but would benefit from adding more fields. No central database for non CalMac terminals. Due to the small number, info is easy to obtain.

Data aggregator to add CalMac terminal data to NaPTAN. Send out template to other owners on 6 monthly basis and add details to NaPTAN.

Ferry Slipways

Accessibility of stop

Accessibility features for ferry slipways are not currently recorded on NaPTAN

Local Authorities with ports and small number of operators e.g. CalMac, Western Ferries, Stena

Information does not appear to be collected by any authority.

Data aggregator to send standard checklist to each owner (identified by NaPTANID). Completed electronic forms returned to aggregator.

Ferry Vessels

Accessibility of ferries in Scotland

Accessibility of vessels used on routes - are they accessible to wheelchair users? Do they have toilets? At present no central database covering all ferry routes. CalMac website covers CalMac routes but not comprehensive enough.

Operators (Local Authorities, CalMac and small number of private operators)

Consultation covered 70 vessels and all main operators, so likely to be less than 100 vessels in total. CalMac records some accessibility info but could be expanded.

Accessibility of Edinburgh, Glasgow and Aberdeen airports

Accessibility of airports. BAA website has an information page for each airport but this is not currently linked to Transport Direct etc

BAA do record accessibility features at their airports and could provide a checklist to data aggregator.

BAA provide data aggregator with information or a link is established between BAA website and other websites

NaPTAN or establish link between Transport Direct and BAA website airport info page
