1 A White Paper 'Modernising the Planning System' outlining the Executive's planning reforms was published in June 2005 and the Planning etc (Scotland) Bill was introduced in December 2005. The Planning Bill should become law towards the end of 2006. The advice set out in this draft PAN is based on the emerging planning system. The general principles, however, apply also in the current system.
