MINISTERIAL FOREWORD
I have pleasure in presenting this Scottish Executive Response of bringing forward the proposed measures for the forthcoming Aquaculture and Fisheries (Scotland) Bill, which will be introduced to the Scottish Parliament shortly.
The proposals are based on those in our consultation paper Aquaculture and Fisheries Bill - Proposals for Consultation, which were circulated widely. I wish to thank all those who took the time and effort to participate in this consultation, both in writing and in person at the roadshows. These contributions are greatly appreciated by the Scottish Executive.
On aquaculture, the measures will help realise the 'vision' of the Strategic Framework for Scottish Aquaculture and meet our partnership commitment to support the aquaculture industry. I also believe that these proposals will help to build public and international confidence in aquaculture because they tackle issues such as sea lice and fish farm escapes. The aquaculture industry can be reassured that the proposed measures underpin the voluntary approach set out in its Code of Good Practice and are specifically aimed at tackling poor performance.
On freshwater fisheries, the measures set out in this paper are largely unchanged from those proposed in the consultation paper reflecting the views of the Freshwater Fisheries Forum, falling into three main categories: improvements to access; welfare considerations and conservation measures.
I would also like to take this opportunity to thank all those that offered their initial views on Part Four of the consultation paper about future management arrangements, access and funding for freshwater fisheries in Scotland. These and other related issues will be taken forward through the Freshwater Fisheries Forum.
