Because of the high risk of fines being imposed against the UK should the necessary action not be taken within the required timeframe, it is necessary to conduct this consultation over an 8 week period (instead of the usual 12 weeks). In view of this we will try to accommodate any requests to discuss the proposals in more detail to assist with consideration of the issues.

17. Copies of responses received will, as is normal practice, be made available to others on request, unless respondents indicate that all or part of their response is confidential. In the latter case, confidentiality will be strictly respected. Confidential responses will, nevertheless, be included in any statistical summary of numbers of comments received and views expressed.
