Purpose
5. This consultation document seeks views on the Scottish Executive's regulatory proposals for ensuring better transposition of the Habitats Directive in Scotland. A similar consultation is underway in England and Wales and one is also planned for Northern Ireland.
6. The Scottish Executive invites comments from interested parties (especially business interests, environmental organisations, environmental experts, non-governmental organisations and members of the public) on the proposed legal framework.
7. Views are particularly welcome on the following questions:
a. Whether the amending regulations will ensure that the aims and objectives of the Habitats Directive are considered and applied.
b. Whether the powers provided to Scottish Ministers are sufficient to enable them to discharge their obligations under the Directive fully.
