4. Following Through
This policy statement is, above all, a statement of intent. It seeks to set a forward-looking strategic framework and priorities for regeneration in Scotland. We intend to use our leadership role, our policy instruments and our domestic and European resources to take the action identified here to promote successful and sustainable regeneration across the country in the years ahead. At the same time, we recognise that our approach must be informed by the knowledge, experience and practice of those involved 'at the coal face' of regeneration across Scotland, in the rest of the UK and elsewhere. Individual regeneration initiatives are, after all, principally planned, led and delivered at the local, regional and city level. Our role at national level is to set high level priorities; to join up investments from different sources; to align our activities more effectively; and to work with others to create the right environment for regeneration. Above all, it is our job to remove the barriers to action by others and to ensure that the public sector is alive both to regeneration opportunities and the needs of the private sector.
Against that background, we want to talk with and listen to those involved in regeneration - with financial institutions, developers, house-builders and businesses; with local authorities, the enterprise networks and other public sector agencies; with voluntary and social economy organisations involved in regeneration; with communities themselves and the diverse range of groups within them. Those conversations will help us test our diagnosis and prescriptions now to refine our approach as we go forward; will enable us to identify any gaps in policy and practice; and will ensure that our approach addresses the needs and concerns of those at the sharp end.
We will therefore be undertaking a series of meetings and events over the coming months to discuss our approach to regeneration; to seek views from key stakeholders; and to identify barriers to change. We also intend to establish an informal 'sounding board' of key players from the public and private sectors to help us progress the actions set out in this statement and to develop our approach as we go forward.
We will publish a detailed work programme later this year setting out how the Executive and its agencies are taking forward the key actions identified in the statement. Each year we will publish a progress report.
