2. SUMMARY OF FINDINGS
2.1 The Primary Inspection of Tayside Police in 2002 identified a total of 16 HMIC recommendations for the attention of the force and 12 areas for future review. Following publication of the resulting report, Tayside Police introduced an action planning process, which identified areas to be addressed and allocated responsibility to identified post-holders. This process has been managed centrally by the Business Change and Improvement Department with the intention of providing a framework to monitor progress. Of the 16 recommendations contained in the Primary Inspection Report, all can now be fully discharged. In addition, a number of areas considered worthy of review have been revisited by HMIC and one will require further activity prior to HMIC concluding its interest in it.
2.2 HMIC found that Tayside Police has made significant progress in addressing the issues raised during the Primary Inspection. During the inspection HMIC had the opportunity to observe a meeting of the Force's new Policy and Performance Committee which has the dual role of overseeing performance and efficiency and finalising policy matters and standard operating procedures. HMIC was impressed with the structure and purpose of this new arrangement which should add value to the policy and performance regime in the force. The force will have to review processes in order to make significant progress towards achieving national targets in respect of its processing of enhanced disclosure requests under Part V of the Police Act 1997.
