Annex 4: Spend on advocacy and learning disabilities
The following figures were obtained from three-year plans for the period 2004-2007 which were submitted to the Advocacy Safeguards Agency. The total amount of statutory funding specifically allocated to advocacy for people with a learning disability in 2005/06 is £2,049,602 (Chart 1), this represents 26% of the £8,060,541 total statutory funding for advocacy allocated in 2005/06 (Chart 2).

Advocacy is also available to people with a learning disability via generic advocacy organisations and advocacy organisations for people with a mental disorder. If you include the advocacy funding for these types of advocacy, the spend is greater.
The total amount of statutory funding allocated to advocacy organisations that are accessible to people with a learning disability in 2005-06 is £6,926,524, this represents 86% of the total statutory funding for advocacy in 2005-06.
There are also a number of advocacy organisations which provide advocacy to specific groups, such as children and young people, older people, people from black and ethnic minority communities, people affected by HIV, and carers. These groups will obviously include people with a learning disability, and it is highly likely that people with a learning disability may access these advocacy organisations that are 'group' specific. The total amount of statutory funding allocated to these advocacy organisations in 2005-06 is £1,134,017, this represents 14% of the total statutory funding for advocacy in 2005-06.
Chart 3 shows the breakdown of expenditure on learning disability advocacy into NHS spend and local authority spend.
