5. East Ayrshire Council welcomes the opportunity to respond to this consultation paper. We have consulted within the Authority and drawn on the expertise of senior managers within the secondary school system to shape our response.

6. We would support Option 3 - to implement the proposed increase in fees. We believe that this would be consistent with the course of action that we recommended regarding the previous consultation on levels of Cross Border Flow of Students. We also wish to ensure that Scots domiciled students would not be displaced without HEIs having additional pressure placed on their resources and without additional public funds having to be invested. Thus, we support Option 3.
