Strategic environmental assessment

On a strict reading of the relevant legislation (the Environmental Assessment of Plans and Programmes (Scotland) Regulations 2004, and the Environmental Assessment (Scotland) Act 2005), strategic environmental assessment of this updated Strategy is not required. It would have been required, however, if the process of updating the strategy had begun after the 2005 Act came into force. We propose, therefore, that a voluntary strategic environmental assessment should be carried out within the spirit of the 2005 Act. The findings of the strategic environmental assessment will be presented in an environmental report that will be subject to consultation. This strategic environmental assessment is likely to take six to nine months, and the results will be considered by the Group responsible for implementation of the Next Steps strategy. The principles of openness enshrined within the 2005 Act will be followed during this strategic environmental assessment.
