4. Notes on tables

4.1 The data presented in these tables refer to financial years 2003-04 and 2004-05 with the exception of Renfrewshire council who were only able to provide snapshot figures at 31 March each year.

4.2 Particular care should be taken when comparing the two years data for Fife and Glasgow. 2003-04 data for Fife council was based on the number of places and therefore an undercount of the actual number of clients, and 2004-05 data is client based. Glasgow City council produced financial year data for 2003-04 but for 2004-05, were only able to produce snapshot data as at 31 March 2005. For both local authorities, the two years data cannot be directly compared.

4.3 This is the second collection of such data and as a result, some local authorities have had difficulty in providing all of the information requested. Where this occurs, estimates have been made and these have been detailed in the footnotes.

4.4 Please exercise caution when comparing the two years data, as some element of change may be due to improved collection methods. However, there will be some degree of client change as new services funded from ' SP Pipeline funding' came on stream in 2004-05 and some services started in 2003-04 have reached full capacity in 2004-05.

4.5 A client may be recorded in more than one client group, support hours, duration of support or support provider if their needs change during the course of the year, however the client should only be counted once in the net totals. Some local authorities have been unable to remove this double counting and where this occurs, gross totals have been reduced proportionally to total the net number of clients.
