9. Throughcare (Charts 29 and 30, Tables 47-49 and 64-68)

9.1 A total of 1,373 Throughcare ( TC) cases commenced in the community in 2004-05, equivalent to 3.8 cases per 10,000 population. Almost all cases were for males (96 per cent). Forty-six per cent were for Parole licences, 23 per cent for Non Parole licences, 11 per cent for Supervised Release Orders, 8 per cent for Extended Sentences, and 7 per cent each for Life licences and other forms of supervision in the community. Changes to the Throughcare data collection in 2004-05 mean that it is not possible to compare these figures directly to those from 2003-04 ( See Annex note 18.14).

9.2 In 2004-05, 539 Throughcare (in the community) cases were completed. Thirty-nine per cent related to Parole licences, 21 per cent to Non-parole licences and 15 per cent to Supervised Release Orders. The remaining 25 per cent related to Extended Sentences, Life licences and other forms of community supervision.

9.3 In 2004-05 there were 1,158 offenders receiving Throughcare in custody, equivalent to 3.2 per 10,000 population. Again, the majority were males (96 per cent). Twenty-three per cent were for Extended Sentences, 9 per cent for Life licences, 8 per cent for Supervised Release Orders and 61 per cent for other forms of supervision in custody. This is the first year in which information on Throughcare in custody has been collected.

9.4 As at 31 March 2005, 3,458 individuals (in the community and in custody) were subject to statutory Throughcare supervision. This is an increase of 71 per cent on the 2003-04 figure of 2,026 individuals and is attributable to the introduction of new supervision arrangements for prisoners serving sentences of 4 years or more.
