2. Key Points

Social Enquiry Reports

  • A total of 40,265 Social Enquiry Reports (including supplementary reports) were submitted by Local Authorities to the Courts in 2004-05, up 2 per cent from the 2003-04 total of 39,492. The total of 40,265 corresponds to 111.7 reports per 10,000 population.
  • A total of 34,301 Social Enquiry Reports (excluding supplementary reports) were submitted to the Courts in 2004-05, a decrease of 4 per cent from 35,624 in 2003-04.

Community Service Orders

  • A total of 8,330 Community Service Orders (including 2,757 Probation Orders with a Requirement of Unpaid Work) were made in 2004-05, a 12 per cent increase over the previous year's total of 7,428. The total of 8,330 equates to 23.1 Orders per 10,000 population.
  • 1,667 breach applications were made to the Courts in respect of Community Service Orders (excluding Probation Orders with a Requirement of Unpaid Work) in 2004-05, an increase of 25 per cent from the previous year's total of 1,329.
  • 4,813 Community Service Orders (excluding Probation Orders with a Requirement of Unpaid Work) were terminated (including orders which were successfully completed) in 2004-05, an increase of 13 per cent from the previous year's total of 4,261.

Probation Orders

  • A total of 8,465 Probation Orders were made in 2004-05, representing a 9 per cent increase from 7,742 in 2003-04. The total of 8,465 corresponds to 23.5 Orders per 10,000 population.
  • 2,769 breach applications were made to the Courts in respect of Probation Orders in 2004-05, a 4 per cent increase compared to the total of 2,665 in 2003-04.
  • 4,973 Probation Orders were terminated in 2004-05, representing an increase of 2 per cent over the previous year's total of 4,889.

Supervised Attendance Orders

  • A total of 3,360 Supervised Attendance Orders were made in 2004-05, up 11 per cent from the total of 3,021 in 2003-04. The total of 3,360 corresponds to 9.3 Orders per 10,000 population.
  • 1,203 breach applications were made to the Courts in respect of Supervised Attendance Orders in 2004-05, an increase of 19 per cent from the 2003-04 total of 1,012.
  • 2,385 Supervised Attendance Orders were terminated in 2004-05, an increase of 6 per cent from the previous year's total of 2,259.

Drug Treatment and Testing Orders

  • A total of 549 Drug Treatment and Testing Orders were made in 2004-05 up 33 per cent from 412 in 2003-04. The total of 549 in 2004-05 corresponds to 1.5 Orders per 10,000 population.
  • In 2004-05 there were 203 breach application and 315 terminations of DTTOs, increases of 52 per cent and 54 per cent respectively on the 2003-04 figures.

Restriction of Liberty Orders

  • A total of 1,335 Restriction of Liberty Orders were made in 2004-05, an increase of 65 per cent from 807 in 2003-04. The total of 1,335 corresponds to 3.7 Orders per 10,000 population.
  • In 2004-05, 770 reports on RLO breaches were made, an increase of 19 per cent from the total of 648 in 2003-04.

Throughcare

  • In 2004-05, a total of 1,373 Throughcare (in the community) cases commenced and there were 1,158 offenders in custody receiving Throughcare.

Voluntary Assistance

  • There were 796 individuals receiving voluntary assistance in 2004-05. This corresponds to 2.2 individuals per 10,000 population.

Home Circumstances Reports

  • A total of 1,339 HCRs excluding home leave reports were reported in 2004-05, an increase of 8 per cent on the 2003-04 figure of 1,235. Including home leave reports, 1,958 HCRs were reported in 2004-05.

Diversion from Prosecution

  • A total of 1,064 Diversion from Prosecution cases commenced in 2004-05, a decrease of 21 per cent from the 2003-04 total of 1,340 cases.

Bail Information

  • During 2004-05, 7,638 requests were made by Courts to local authorities for bail information, an increase of 45 per cent since 2003-04. A total of 798 bail supervision cases commenced in the year, relating to 718 individuals. This reflects decreases of 7 per cent for both cases and individuals on the corresponding figures for 2003-04.

Court Services

  • A total of 1,283 stand down reports were provided to the Courts in 2004-05. In addition, 16,335 post sentence interviews were carried out and 51,414 Social Enquiry Reports were presented to the Courts.
