2 Derelict and urban vacant land

2.1 Derelict land (and buildings) is that which has been so damaged by development or use that it is incapable of being developed for beneficial use without rehabilitation, and which is not being used for either the purpose for which it is held, or for a use acceptable in a local plan. The main exceptions are operational sites where rehabilitation would not be possible or appropriate within five years, and land which is derelict through natural causes (for example, neglected woodland or farmland) and which appears to have blended into the landscape. All sites where contamination is known or suspected are classed as derelict.

2.2 Vacant land is located in urban settlements (defined here as settlements with a population of 2,000 or more according to council approved local plans) and is considered to display the characteristics of urban vacant land; that is, land which is unused or unsightly, or which would benefit from development or improvement and will be referred to as 'urban vacant land' throughout this bulletin. The main exceptions to this definition are for land held for operational needs, agricultural land, urban fringe land and open space within the built up area, even where these offer the prospects of future development. Full details of the definitions of derelict and urban vacant land are given in the Annex. Some local authorities have also surveyed for vacant land within settlements of under 2,000 in population. Further information on those results can be found in Annex Table A.

2.3 Sites covering less than 0.1 hectares are excluded unless a group of adjacent sites exceeds 0.1 hectares and can be counted as a single contiguous site. For more information about what is recorded in the survey see the Annex.

2.4 Table 1 shows that in 2005 there were 10,570 hectares of derelict and urban vacant land, of which 72 per cent was classified as derelict (7,597 hectares). Four councils, North Lanarkshire, Glasgow City, Highland and Renfrewshire together contain 45 per cent of the recorded derelict and urban vacant land. The same four councils also contain 45 per cent of all derelict land. Chart 1 (page 1) shows the 10 councils containing the most derelict and urban vacant land.

Derelict Land

2.5 Chart 2 shows the ten councils with the highest percentage of derelict land in relation to their administrative area. The figures for all councils can be found in Annex Table B. Approximately 4.3 per cent of Glasgow City's land area, 3.1 per cent of Renfrewshire's land area and 2.0 per cent of North Lanarkshire's land area are recorded as derelict. Map 1 (page 6, overleaf) shows the percentage of each council's administrative area that is made up of derelict land (for all of Scotland). It uses the results from Annex Table B.

2.6 Chart 3 shows the ten councils with the highest estimated percentage of their populations living within 500m of a derelict site (Using GROS 2001 census population results). The method of calculation for these estimates can be found in the Annex and figures for all councils are in Annex Table C. It is estimated that 63 per cent of people in Midlothian live within 500m of a derelict site. This is followed by 61 per cent of people in West Dunbartonshire and 57 per cent of people in Glasgow City.

2.7 Chart 4 shows the ten councils with the highest amount of urban vacant land.

2.8 Glasgow City and North Lanarkshire together account for 31 per cent of all urban vacant land located in settlements of over 2,000 in population in Scotland.

Comparison of derelict and urban vacant land between 1996-2005

2.9 Tables 2a, 2b and 2c show the trend in the area of recorded derelict and urban vacant land in the years 1996-2005. It should be noted that some of the councils did not participate in the 2005 survey or earlier ones. In these cases, the most recent available data have been used to provide an estimate for the appropriate year.

2.10 Since 1996, the total amount of recorded derelict and urban vacant land has decreased by 2,363 hectares, with the biggest reduction reported by North Lanarkshire (1,442 hectares). For the first time since 1996 the total amount of urban vacant land has risen with a net 82 hectare increase between 2004 and 2005. Between 1996 and 2005 overall, urban vacant land has reduced by 1,477 hectares. The largest decrease of urban vacant land during this period occurred in Highland (303 hectares).

2.11 The amount of derelict and urban vacant land recorded in the survey can change between years for a number of reasons. Sites may increase in size or new sites may be added to the survey (Table 22), sites may be re-measured between surveys, partial or complete sites may be brought back into productive use (Table 23), or sites may be removed for definitional reasons (Annex Table D) or due to naturalisation. Because sites may be removed from the survey for definitional reasons, previous reductions in the amount of derelict and urban vacant land recorded may not necessarily indicate that all the land removed was brought back into productive use.

2.12 The Highlands council did not carry out a survey between the years 1994 to 2001 inclusive; consequently, the decrease of 267 urban vacant hectares and increase of 635 derelict hectares between 2001 and 2002 reflect the change in the amount of urban vacant and derelict land since 1993. Due to the large area of land covered by Highland Council, only a partial survey was carried out in each year since 2002. For more information about the survey area and future developments, see Annex section A11.

2.13 Between 2001 and 2002 the amount of derelict land recorded in Renfrewshire increased by 567 hectares. This increase was almost entirely due to the addition of one large new site in the 2002 survey.

2.14 The distribution of derelict and urban vacant land by Local Enterprise Company ( LEC) area is shown in Table 3. The four Local Enterprise Company areas with the highest levels of derelict and urban vacant land are Scottish Enterprise Lanarkshire (1,865 hectares), Scottish Enterprise Glasgow (1,313 hectares), Scottish Enterprise Edinburgh and Lothian (1,233 hectares) and Scottish Enterprise Renfrewshire (1,215 hectares). Together, they contain 53 per cent of the recorded derelict and urban vacant land in Scotland.

2.15 LEC areas provide the most closely consistent geographical boundaries upon which a time series can be constructed prior to 1996. The only major change following local government reorganisation in 1996 was the expansion of the Scottish Enterprise Lanarkshire boundary (See Annex A.12 for details). Tables 4a, 4b and 4c show respectively the distribution of derelict, urban vacant and total derelict and urban vacant land since 1995. The entire series has been adjusted so that Cumbernauld and Kilsyth are included in the figures for Scottish Enterprise Lanarkshire and not Scottish Enterprise Dunbartonshire. The footnotes to the table describe the treatment of other boundary changes. Where a local authority did not participate in the survey in any given year, the most recently collected data have been used to provide estimates for the relevant LEC area. Annex table E shows participation rates by local authorities.

2.16 Since 1995, there has been a decrease in the amount of derelict and urban vacant land recorded from 13,571 hectares in 1995 to 10,570 in 2005 (Table 4c). This is partly attributable to land being brought back into productive use, and partly due to land being removed for definitional reasons or due to naturalisation. The biggest decreases have been in Scottish Enterprise Lanarkshire (2,086 hectares), Scottish Enterprise Edinburgh and Lothian (774 hectares) and Scottish Enterprise Glasgow (395 hectares).

Derelict and urban vacant land within Scotland's National Parks, 2005

2.17 All derelict and urban vacant sites located within Scotland's National Parks are shown in Table 5. In 2005

the survey identified 26 hectares in total of derelict and urban vacant land within Scotland's 2 National Parks. There were 12 hectares of derelict land (22 sites) and 9 hectares of urban vacant land (11 sites) within the Cairngorms National Park. Loch Lomond & The Trossachs had less land overall, with 3 hectares of derelict land (7 sites) and 2 hectares of urban vacant land (2 sites).

Summary Changes in the area of derelict and urban vacant land recorded in Scotland.

2.18 Table 6 shows a summary of the changes in the area of derelict and urban vacant land recorded in Scotland in 2005. Overall, there were 716 hectares of new sites added to the survey. 735 hectares were brought back into use, 23 were removed for definitional reasons and 72 hectares were removed from the survey due to naturalisation.

Sites that increase in size are not recorded separately in the survey, consequently the total amount of derelict and urban vacant sites recorded in a particular year may be greater than that expected from the changes recorded since the previous year. This year, it is estimated that 71 hectares have been added to the survey due to sites increasing in size.
