1 Introduction
1.1 The Scottish Energy Study
This Scottish Energy Study is the first major study of energy supply and demand to be conducted in Scotland for over a decade. The aim in producing this study is to supply the Scottish Executive with a coherent picture of the energy flows into and out of Scotland, including details of energy supply and consumption across all of the energy demand sectors.
The study's objectives are to:
- Provide the Scottish Executive with an up-to-date picture of the energy scene in Scotland that can be used as a basis for the development of a coherent strategy for carbon savings in the country.
- Inform Scottish Executive policy-making in a number of key areas including the Scottish climate change programme, energy efficiency, renewable energy, and sustainable development. As well as assessing the opportunities for more efficient supply and use of energy, potential contributions to the environment and energy-related economic development will also be determined.
- Provide a framework in which the Scottish Executive can support the UK Government's efforts to reduce carbon dioxide emissions and energy consumption.
- Identify the scope for reducing environmental impacts arising from the production, conversion, distribution and use of energy, and make recommendations for the most cost-effective implementation.
1.2 Volume 1: Energy supply and demand and associated CO 2 emissions in 2002
This report describes Scotland's energy supply, consumption and energy related CO 2 emissions during 2002, and provides background information on how this picture was developed.
The structure of the remainder of the report is:
Section 2 Discusses the main data sources and the approaches taken to interpret the data.
Section 3 Reports on the energy use and CO 2 emissions from each of the main demand sectors of Scotland's economy.
Section 4 Reports on secondary fuels, principally electricity that consumes primary fuels and converts them into electricity, which in turn is consumed by the main demand sectors of Scotland's economy. Crude oil refining is also considered in this section.
Section 5 Reports on the primary fuels, considered (where possible) from a supply perspective and cross-checked with the total estimated consumption across the demand sectors plus electricity generation sectors.
Section 6 Brings together the energy supply and demand pictures. This section contains the Sankey diagrams - the energy flow diagrams for energy production, energy use and energy exports for Scotland.
Section 7 Briefly reports the non-energy related CO 2 emissions and sinks in Scotland. This section is provided for comparison with the energy CO 2 emissions.
Section 8 Summarises the Base Year energy and energy (plus non-energy) related CO 2 emissions position for Scotland.
Section 9 Discusses the results, drawing out key points from the analysis of the data.
