Advertising of Weekly Lists
Local Authorities
City of Edinburgh Council: Support advertising availability of lists if this results in removal of requirement to advertise specific types of applications in the local press.
Dundee City Council: The Council already does this and uses the weekly list on its Web site a means of consultation and public participation. A printed version of the Weekly List is also made available and on an informal basis the local newspaper frequently publishes the list.
Glasgow City Council: The Council supported use of the internet to advertise the weekly list, but considered the use of newspaper notices and free distribution to amenity societies was unnecessary. A weekly list of all the applications lodged with the Council is currently produced by the Council and circulated widely, including to Community Councils. The Council intends to provide the weekly application lists on its website. Consideration needs to be given to whether there continues to be a requirement to formally advertise applications in newspapers, which is generally seen as ineffective and is expensive. There is also scope to investigate using site notices. Extending the Council's website facilities to include the weekly list will meet the target of improving Council services on-line. There will be savings on newspaper advertising fees, if the use of the website is deemed to be a more appropriate form of advertising.
North Lanarkshire Council: Clarification is needed on where this is to be done, in terms of cost and effectiveness - it is questionable whether this is an effective way of providing information on applications.
West Lothian Council: This proposal is supported as it will rationalise the information made available to the public. However, the cost of this will be extremely high and planning authorities should be given the ability to charge applicants for this. The opportunity to rationalise the response times to neighbour notification and the variety of press adverts should be taken.
Professional Organisations
RICS Scotland: We believe that there should be a requirement for Building Standards to be consulted on planning applications on a weekly basis. We suggest that this should not be through a weekly list but by officials going through approvals and decisions looking for anomalies.
Community Councils
Broughty Ferry Community Council: These should be available without recourse to the internet.
Kennoway Community Council: As regards advertising weekly lists where would these lists be published? Access to Planning Office is not always an easy option and the internet is not "inclusive".
West Garioch Community Council: Planning lists should be advertised weekly and prominently in the local press.
