Priority 2: A Web content developer should satisfy this checkpoint. Otherwise, one or more groups will find it difficult to access information in the document. Satisfying this checkpoint will remove significant barriers to accessing Web documents.

15 To find the comments please refer to the report D3 Focus Group Materials and Details (see Annex 2 for further details). The notation takes the following format
- Comments and observations noted during the presentation and while participants used the prototypes & scenarios are prefixed with an 'O' ( e.g.) O4 = the 4th observation in field notes from the presentation and interaction phases.
- Comments written by the participants themselves, as they used the prototypes are prefixed with a 'P' ( e.g.) P2 = the 2nd comment written on sticky notes.
- Comments and observations noted during the open discussion are prefixed with a 'D' ( e.g.) D6 = the 6th comment recorded in field notes from the discussion.
In each case the relevant focus group (1 to 3) is indicated in a sub-heading or in the text.
16 This toolkit is described in detail in a separate report "D4 Specification of an Electronic Tools Package" (see Annex 1 for further details)
17 This requires a digital video camcorder plus computing hardware and software, which together currently cost around £2500, plus basic video editing skills. These should be considered a service to be provided by the supplier of the consultation toolkit.
