4 The Transport Bill Reference Group brought together representatives of the Scottish Executive, 4 existing voluntary regional transport partnerships, COSLA, SPTE, SCOTS, the academic sector and, latterly, Dumfries and Galloway Council. The group met regularly throughout the Parliamentary process of the Transport (Scotland) Bill 2004. A working group of practitioners, drawn from the same bodies, has provided more detailed input to the preparation of this draft guidance document. A Scottish Transport Act Implementation Group, with a similar membership has been formed to support the implementation of the Act.

5 Annex J includes more detailed information on how the specific requirements of the Act can be addressed through an RTS. [Depending on the outcomes of the consultation, some or all of the text of Annex J may be included in the main sections of the guidance.]
