APPENDIX 3.4 Record Sheets - Examples of Noise Measurement Report, Diary Sheet and Time History Plot

DIARY SHEETS (NOISE RECORD SHEET)

1. The noise leaflet contains a noise record sheet. If this is completed, it can indicate the severity and frequency of the noise and can help determine the best method of trying to witness the nuisance, e.g. through a reactive out of hours service or daytime visit, installation of DATs etc; pre- programmed visits; or that it is unlikely that the Council will be able to establish statutory nuisance

2. If the complainant does not return the record sheet within one month and does not contact Noise Patrol, the complainant should be contacted and advised that the case will be closed.

3. There may be certain cases where a complainant is not able to provide written evidence or complete the Noise Record Sheet. In these cases a statement from the complainant should be obtained which outlines their evidence on the noise problem and gives details of when the noise is occurring. This can be prepared with the complainant providing verbal evidence to officers who can then draw up a statement for them to sign. In certain cases the assistance of a translator or interpreter may be required.

4. Complainants should be advised that the more information they provide on the diary sheet the more useful they are.

5. When assessing a diary sheet officers should consider the following:

  • Is it legible?
  • Is the noise source and type identified?
  • How often does the noise occur?
  • How long does the noise go on for?
  • What are the alleged impacts of the noise?
  • Does the occurrence of the noise follow a predictable pattern?
