NDPBs, Public Corporations, and Armed Forces data for 2002 to 2004 are based on one periods data as these are the only data available (Armed Forces 2001, Public Corporations and NDPB's 2003). These data are used to provide an overall estimate for the public sector rather than for analysis of these areas
