3. METHODOLOGY
Review of Planning Authority Responses to Scottish Executive Letter of 4 April 2003
3.1 The local authority responses received by the Scottish Executive to its letter of 4 April 2003 as referred to above were considered and noted. Given that these responses were made in early 2003, and this study commenced in October 2004, it was necessary to update the responses. Consequently, each Authority was contacted by telephone for a brief update of any relevant issues, with any Local Plan preparation/alteration and/or supplementary guidance noted. A checklist was used to note the main relevant National Waste Strategy and waste management issues addressed in the current and emerging Local Plans and to prepare policy position statements for each Authority.
3.2 This initial work was undertaken in order to establish the most up to date position with Local Plan waste management policies. Once the report was in a final draft form in June 2005, the relevant sections were sent to each Authority to check accuracy and whether there had been any recent policy developments which required to be recorded.
Review of Status & Merit of Local Plan Waste Management Policies
3.3 Following the initial work outlined above, Section four of this report comments upon the general merit of the relevant policies for clarity, relationship to Area Waste Plan and National Waste Plan objectives. This commentary relates principally to the inclusion of information noted in the checklist and the overall "spirit" of the policy - i.e. is the policy positive in wording and content.
Assessment of whether the Local Plan Waste Management Policies enable delivery of the Area Waste Plan & National Waste Plan Objectives
3.4 Section Four of the report also compares the Local Plan policy framework with the more specific requirements of the relevant Area Waste Plan in order to establish to what extent a positive framework for delivery of the required waste infrastructure has been established. This is considered on the basis of the 11 waste strategy areas. For each area the main requirements of the relevant Area Waste Plan (or its summary Best Practicable Environmental Option (
BPEO)) are noted and compared to the policies contained within the local plans for the particular waste strategy area.
Conclusions and Recommendations
3.5 The final sections of the report centre upon the original objective,
i.e., do Scotland's Local Plans provide for the delivery of Scotland's Area Waste Plans? Conclusions on the steps required to achieve this objective are noted. Examples of best practice are also highlighted.
