1. INTRODUCTION

1.1 The purpose of this report is to summarise and analyse work carried out in an independent capacity by an official at SEPA for the Scottish Executive from October-December 2004 on the extent to which local plans throughout Scotland have taken into account the objectives of the National Waste Plan and the relevant Area Waste Plans. The work arose from a commitment given in Planning Advice Note 63 - Waste Management Planning and the National Waste Plan (see appendix 1 - paragraphs A.1.4 and A.1.6). The report draws conclusions on the extent to which a positive policy framework is in place throughout Scotland to enable planning authorities to properly consider and support the waste infrastructure required to deliver the objectives of the Area Waste Plans. The report makes 10 recommendations for future improvements.
