Housing trends in Scotland: quarter ending 31 March 2005

This bulletin presents data on housing activity in Scotland for the first quarter of 2005. It includes information on public sector house sales, new house building, and local authority lettings and evictions. It also contains information on public sector stock and vacancy rates, special needs housing, changes to local authority housing list, houses in multiple occupation ( HMO's) and private sector grants. Due to housing stock transfers, figures for local authority dwellings do not include authorities with total stock transfers from 2003 quarter 2 onwards.

The main points to emerge from the bulletin are as follows:

  1. New house building: 8,720 new dwellings were started during the period January to March 2005, 80 (1%) more than during the same period in the previous year. 6,998 dwellings were completed during January to March 2004, 1,731 (33%) more than during the same period in 2004.

  2. Sales of public authority dwellings: A total of 2,719 public authority dwellings were sold to sitting tenants in the period January to March 2005, a 171 (6%) decrease on the same period in 2004.

  3. Lettings and evictions: During the quarter January to March 2005 there were 8,035 permanent lettings of local authority dwellings, 1,564 (16%) less than during the same quarter in the previous year. There were 254 evictions of local authority tenants this quarter, 3 more than during January to March 2004.

  4. Houses in multiple occupation: In the year ending 31 March 2005 1,883 applications received in respect of the mandatory licensing scheme for houses in multiple occupation. As at 31 March 2005, there were 8,430 licences in force, representing an increase of 4,150 (97%) over the previous year.

  5. Housing for older people: Public authorities and housing associations provided 32,758 sheltered and 2,872 very sheltered dwellings for older people as at 31 March 2004, representing 85 (3%) more very sheltered units than at 31 March 2003.
