Scottish Household Survey data for 2003 indicated that 4% of adults now living in private households had experienced homelessness but only 42% of these had received help from their local authority.

Some local authorities assume that the proportion of people securing accommodation will increase as improvements are made and 'lost contact' cases decrease - see paragraph 71

For the latest figures see http://www.scotland.gov.uk/stats/bulletins/00399-00.asp

For full report see http://www.communitiesscotland.gov.uk/stellent/groups/public/documents/webpages/cs_009118.pdf

See paragraph 20 for explanation of section 5 referrals.

The Homeless Persons Interim Accommodation (Scotland) Regulations 2002 - these allow for the provision of interim accommodation where a housing support services assessment has concluded that the household requires services which cannot reasonably be provided within permanent accommodation.

The HTF recommended that intentionally homeless households should be offered a more structured package of accommodation and support, and that local connection provisions should be suspended so that applicants can apply to any local authority. These provisions are not yet in force.

See section 5 for further detail.

The Homelessness etc. (Scotland) Act 2003 (Commencement No.1) Order 2003 ( SSI 2003 No 609)
